The PA Public Utility Commission has jurisdiction over railway safety issues at certain road and bridge crossings. But outside of public crossings, railroads are often subject to a patchwork of laws inherited from the earliest days of the industry. The growing need for new railway bridges or private crossings can lead to cost allocation disputes between municipalities and railroads.
